Pharmacy teams are also encouraged to quickly return empty totes to wholesalers to assist with dispatch of orders.

COVID Emergency: Community Pharmacy DAILY SITUATION REPORT

HSCB are asking all pharmacies to ensure you complete a Community Pharmacy SITREP Report on a daily basis during the COVID 19 emergency. The purpose of this form is to ascertain the daily situation of community pharmacy during the COVID-19 pandemic.

This will allow for updating of a map of pharmacy opening hours and current closures for members of the public.

It will also provide a daily report to HSCB and others on status and pressures Community Pharmacy are working under currently.

This form acts as notification of closure to the HSCB, should that be required. Closures and other ‘Red-ratings’ will be followed up as soon as possible by the HSCB, by telephone in first instance.

Prescription Deliveries – COVID19

As a follow up to the ContractorUpdate email below, issued on 23rd Mar’20, CPNI has written to Mrs Cathy Harrison, Chief Pharmaceutical Officer DoH(NI) advising of governance concerns that CPNI has in relation to the Delivery of medicines by drivers acting on behalf of, or arranged by 3rd party organisations e.g. local community groups/sports clubs/church groups/umbrella community groups etc.

CPNI believes that there are multiple risks and governance concerns that you need to be aware of in the event that you are approached by individuals offering to deliver medicines to patients in your localities.

Amongst the concerns that you need to carefully consider are issues around:-

  • Background/identity/vetting/criminal record checks of volunteer drivers engaged by, or identified by 3rd sector organisations.
  • Diversion/theft of medicines after medicines are given to volunteer drivers acting on behalf of, or arranged by 3rd party organisations
  • Controlled Drug legislative and governance arrangements applicable for such medicines after they are given to volunteer drivers acting on behalf of, or arranged by 3rd party organisations.
  • GDPR issues – data breaches and patient confidentiality issues.
  • Code of conduct charter and enforcement arrangements for volunteer drivers acting on behalf of, or arranged by 3rd party organisations.
  • Public liability and insurance considerations for the 3rd party sector organisations involved in co-ordinating volunteer delivery drivers, as well as the drivers themselves.
  • Indemnification arrangements that will be put in place to protect community pharmacists from any issues that may arise after medicines are given to volunteer drivers acting on behalf of, or arranged by 3rd party organisations.

All of us have important responsibilities to ensure that the right patient gets the right medicines at the right time, none more so than during COVID19 and beyond.

We will continue to liaise with DoH and HSCB in relation to this issue and also in relation to how the safe provision of medicines to at-risk/shielded patients can be assured through use of members of the community pharmacy staff team.

The Health Protection (Coronavirus, Restrictions) Regulations (Northern Ireland) 2020

As you will be aware, new powers have been introduced under The Health Protection (Coronavirus, Restrictions) Regulations (Northern Ireland) 2020, and these came into operation at 11pm on 28 March 2020.
